Re: Congressional Bill 602.P?

I received any e-mail today, which spoke about a bill in Congress, tittled incompletely 602.P. The e-mail reports that the bill was proposed in March, and it calls for a $.05 surcharge for every email sent. The charge would be billed to the internet service provider, based on monthly records of email transactions. The internet provider would then pass the bill on to the customer (ie- you and me).
I was unable to find any online record of this bill, and I'm wondering if anyone is aware of any information on this. Lacking the correct prefix for the bill makes finding information harder, and I'm wondering if this is a "sky is falling, the sky is falling" hoax, or the real deal. If it is, it poses a yet another intrusion into cyberspace by good ole Uncle Sam, who can't stand for anything that doesn't create revenue for the bureaucrats....
