Talking with Animal COntrol. They do not take people for court for a simple dye job to the portion of the cats foot. Only when there is real concern for the saftey of the cat do they press charges and put restraining orders and take people to court. Only when they have enough substanial proof do they start to take people to court. WHen they do not do that they usually ticket people.
